This is a VOC coin, though I'm not sure about the authenticity. It is most likely the type which the Dutch would have local governments make, these are different from what you generally see, which are from the mints in the Netherlands. These would have been minted in their East Indies holdings. I can only assume the 2 and the R imply that it would be 2 Rupees but I might be wrong.
