That's natural imo common from the period much rather have one,of these beauties than a bright red.

Probably a grey area here - these are certainly the product of being stored in the old paper envelopes for a long time. So in terms of intent, these are naturally toned, but small cents from 1941 to 1946 tend to tone more with an even colour spectrum. Based on my experiences in collecting and dealing in small cents, I doubt PCGS would grade these, and probably return them as Genuine, Questionable Color.

So I have an interesting related story to SPP's comment...This goes back to what constitutes "natural" toning...I sent a few modern silver coins to NGC recently only to have them come back with details "Artificial Toning". I display RCM products in my store window and if left too long (even in RCM capsules) the sunlight will slowly tone the coins. I often rotate the coins to prevent this but some time ago I left a few out too long and they did tone. Artificial or not?

Natural you DID Nothing to enhance them for dubious purposes.
Also agree with Roger that PCGS would probably see these as questionable colour , genuine. But then a lot of what PCGS says about Canadian and Foreign coins is ........" questionable".
