Is the outer rim markings an error or PMD?

It is not broadstruck. If you are talking about the marks that go from T-Y, 1-9, 9-7, and 7-2 it is post mint damage. It was the ender of a roll and it got damaged by the roller machine. Note how it is incuse, a die crack would be raised.

It may have been coin wrapper damage. I agree, spendable.
