Probably not a minting error...looks like zinc rot got it, imo.

Unfortunately, your coin has been damaged by zinc rot(corrosion). Post-1982 cents are copper-plated zinc and were plagued by split plating(especially around the mintmark). When the plating is split, the zinc core begins to corrode and the copper plating can flake off. Your coin lost the copper plating of the mintmark from this corrosion process and you can also see other affected spots on the neck and the profile of the nose.

the value of your coin is $.01 - if you spend it soon and it dose not deteriorate any more. soon - it may not even be spendable....

Agree the MM fell off due to corrosion. Coop has a great time line of pictures of the corrosion process on the MM
