Looks like Machine Doubling to me. Check other devices Obverse and Reverse and see if you can find more of it. The metal appears to be pushed which happens to form Machine Doubling.

That is the only doubling on the obv. The rev. has no doubling at all

Looks 'scooped' - doubled dies don't look like that. From what I can see, I would say Machine Doubling...probably eject doubling.
