Well whatever the case may be,filed, sanded, carved. What's it worth if it's authentic? How rare r they?

It's an authentic quarter that's been damaged. It was damaged after it left the mint. It has no value other than 25 cents

If the coin was struck without the collar, then the reeds would not show. But if the rim is there on the coin, that is a sure sign that the reeds were polished off.

Note the rim is missing on this coin. No reeds on the edge as the collar was not in place. Also the outside diameter would not be exactly round.

Check this for some examples of what a broadstruck quarter is worth. When Comparing, the grade of the examples being compared should be the same for a better idea of value.
