Hello all. I received this quarter today as pocket change and I noticed how damaged this coin is. Do you guys think it's a mint error coin or was it damaged on purpose?

This not a lamination issue. It was a case of damage that happened after the coin was struck. PSD (Post-Strike-Damage).
