All Philly cents do not have a mint mark. The Proof strike cent until 1964 were not showing a mint mark. In 1968 the San Francisco proof cents were the start with a 'S' mint mark. The 1965-1967 cents were SMS (Special-Mint-Sets) didn't also carry a mint mark. They weren't proof coins those years. They were a better strike coin for collectors though.
Proof - A type, not a grade of coin that was made for collectors, using highly polished dies and not issued for general circulation. Business Strike - A coin minted for general circulation.
