1994 looks like light doubling on the right outline of the face. What do you guys think?

Hard to tell from the photos, but the area you are talking about is close to the design element and the slightly lighter color is probably one of two things.

Either that area hasn't been toned because it is close to and protected by the design element, or, their is zinc showing from the thin copper plating being displaced.

In either event, there is no value.
