To expand on what I said earlier, this "protest" might make more sense if these wheelbarrows made it up the line to pay lawmakers' salaries.

That's why I said accept them if he counts, rolls, and labels the rolls. Doesn't waste the employees time, he gets to waste his own time. And if he wants to sit there and count them that's OK too, but the office is closing at the normal time and if he isn't done he can come back again when the office reopens and continue counting.

Those DMV employees had NOTHING to do with why he was upset, so I really don't know why they had to get punished by working past midnight. Personally, I would have made him responsible for paying those employees' overtime.

Doesn't punish anyone except some employees who most likely had nothing to do with whatever is being protested.

This is democracy by idiocy. If he doesn't agree with the tax, he should get enough people who are on his side to either have the tax laws changed, or have the elected officials changed. Instead, by doing this, he just looks like another petulant whiner who's out the time he spent in pulling this stunt, and still ended up paying the tax anyway, and likely will pay it in the future as well.
