These are the scan results:

Surface-Issue-On-Lincoln-Cent

The way I understand it, "inconclusive" means it doesn't match a known alloy and is almost 51% Copper & 49% Zinc.
Someone correct me if I am wrong.

I am still investigating this coin, along with another 1983-D that NGC certified as being 98% Copper & 2% Zinc seen here: https://www.NGCcoin.com/certlookup/2603683-001/

They both have the same odd surface texture and neither one match any known alloy for a US coin. I have to wonder if there isn't a mistake on the identity of one of the coins, they look like they were cut from the same stock and both are similar in weight.

The other coin is currently for sale. The sellers is leading people to believe that it is a transitional error, but with that alloy, it can't be as the pre-1982 US cents were only 95% Copper, not 98%.

That's correct, but in 1983 they were 12 sided and only weighed 2.5 grams.
