Too much wear to be XF, more of a low VF. Also no way its Full head...

An AU can have a "full head." There is no way than an EF can have one because the detail will be too worn. This coin looks like a VF to me, but like I've said before, I tend to under grade Standing Liberty quarter compared to what the commercial graders say.

If this had been a 1917-P Type I the "full head" that would have been a good assumption because a strong majority of them have that feature. When it comes to the Deven Mint coin, that is no a sure bet at all.
