Where are you located?

Getting to know someone at a local coin shop is a good way to start. Online, I can personally recommend SilverGoldBull - although I am sure there are a number of other places online that are good as well. You can also buy off kijiji/eBay but I suggest this as a step for someone with more experience. Also, if there is a coin show in your area that can be a good place to start.

On Craigslist there are a lot of people selling silver in any size, shape, and form, but dealing with them follows some simple rules:
-Always meet in front of a bank during open hours
-Always make sure what you're buying is genuine
-Never break the above rules

The RCM sells silver on http://www.mint.ca , but with great premiums.

depends on the purpose of your planned purchase.
I for example never chase after "spot prices", so the online stores will be good.
You could try:
Colonial Acres Coins (their online store, cause they are in Kitchener) - impressive choice
Canadian Coins and Currency - they are in Richmond Hill, so if you interested in quantity - jump to their store - you will find all that you need.
