The circulation strike is very common for this year. The proof is fairly scarce with only 20K minted. This coin was purchased in a cellophane. It doesn't strike me (no pun intended) as a proof, but I was wondering about the following points.
Is this original packaging by any chance?
Were there unc issues in a plastic like this?
What would identify a coin as a proof, bearing in mind that early proof often do not look as proof-like as modern proofs.
I have attached a picture, but they are taken through the plastic. Hardly worth much.

It is so hard to tell. I don't recall the proof ever having the pearl on bottom. It is also a circulated coin, so mostly likely not a proof.
