While looking through a role of 2017P Frederick Douglass quarters I noticed a black raised semicircle-like structure (arrows) in the same location in about 20 percent of the coins. The last 3 photos are from different coins. Nothing unusual of the reverse of these coins.

Are these carbon particles or some other debris?

If the last three are different coins, I'd say those are die chips.
