Hmm... at first sight, I did not recognize this coin. Though there is a toughra, that not only means it could be from the Ottoman Empire, but also Afghanistan, Egypt, Libya, Sudan, and probably a few other countries. I am thinking it might be 1 para from Libya, and I found one type in particular that seems close. Of that type, I have found three different examples that all look slightly different, which I will link to below.

As for the date: the type I am thinking of was made in three different dates, with two of those dates being errors. So, I think that means all three dates were made in 1223 (in the Islamic calendar, which would be around 1808 in the Gregorian calendar), but I could be wrong. I am not exactly sure how those error dates would work.
