I picked this dime out of a roll, along with 3 70-D rev 68's , and decided to check with you guys.

I personally think there's foul play and it is NOT a case of the clad layers falling of before or shortly after mint. What do you guys think?

I thought so. There are pieces of the clad layer still there on the high points and rim. I figured it was PMD. Thanks guys!

Do you see the silver color showing through on the reverse? That is an indication that the cladding is there, but covered over a bit with something. If the cladding was missing then the color would be a darker color of red with no hint of the silver color showing where the covering additive is showing.

On the larger coins, the missing cladding will show weakness on the strike.
