I think it's a die gouge or debris in the die? I have 1 similar with a line right next to a 4 on a 1994 penny.

That looks incuse probably just PMD - looks like a scratch.
Possibility though of a struck through debris since it is incuse, but I can't tell.

A die gouge would be raised.

We'll need to wait for the others to chime in.
