Starvillain I think you "might" have something here,But we need to see the entire coin. Both obverse(front) and reverse(back) to make a complete assessment of your coin. There have been U.S coins struck on foreign coin planchets from a wide range of years.

I think he has run into that story about the 1970 S struck on a 1941 Canadian quarter and, like thousands of other people, he thinks he has one. (Of course there is only one)
