And the answer is ... all the figures depicted on these certificates were engraved from original designs by Alonzo Foringer. The artist was best known as a mid-20th century muralist, but he earned a good living creating allegorical artwork for American Bank Note Co. which was used on currency and securities. There are more than 100 different ABNC designs attributed to Foringer and as you get familiar with his style you will start to see his figures *everywhere*. Probably his most popular designs were used on the Canadian Bank of Commerce series:

That St Louis-San Francisco railway vignette with hermes racing against the airplanes, ship, train and cars is amazing! There's even a zeppelin way in the background behind the skyscrapers.
