Appears to be Off-Center at the Liberty on the Obverse? Possible Struck Through/Lamination above F of OF, M of America and N of United on the Reverse? Any thoughts? Thanks.

This is called a "mis-aligned die" and is not considered off center.

A slight MAD with the majority of pressure at 6 o'clock, but it was a VERY late die state on a VERY heavily polished die (Lines) and weak shallow digits on a die that should have retired hundreds of strikes before!
