It's actually a Retained Cud since it's connected to the rim. There's also another Die Crack right next to it. It's not incused, it's raised. I will get better pictures and post them. A Retained Cud would show a mis-alignment of the coins design. ~~I'm not seeing that on your coin yet.~~ Took a second look and now I see it. ~~Unless I'm missing this on your coin?~~ The collar holds the die in place for a time until it breaks away from the die.
