It is most likely a misaligned die strike (MAD). There is also what appears to be damage to the edge at 11:30.

A normal coin as far as I can see. A pic of the reverse would help in giving a definitive answer.

@CB, yep I agree with everything @spruett said. I call this coin "spendable". You should be able to find a non-dinged dime with a similar level of MAD for your collection.
