My first clue was the odd shape near the date area that looked like the material was folded over on that area. With the other end peel, it may have had the same thing happening there also. On layer would adhere to the coin, but not two layers. So they peeled off. (Looks like the one on the date area was trimmed off. The '60' has mysterious incuse marks on that area.
