You have to remember that in the 1820s the mint was still using the same presses it had been using since the 1790s. These old presses were getting worn out and loose allowing much more movement in the dies and lots of coins had what was called die chatter, or what today we would call Machine Doubling. When they would notice it they would tighten up bolts on the press to get to get rid of it but after a while it would come back.
