No. Looks like a replating problem. These are known to be replated by a third party,and they did a bad job on that one.

A bad job of replating ruins collector value for them. Just as bad as bad painting on a car. It reduces the value to practically fave value. People who enjoy them? Non collectors. They go for junk stuff thinking it will make them rich.

Go figure. They are the ones who call them pennies. The U.S. Mint never struck a penny... Just Cents.
