2001 D State Quarter Off Center, And Railroad Rim Error?

Hi guys,
I wonder if this is consider an off center struck? The edge just doesn't't look right to me, the reed is not even. Can someone help me to point out what type of error this is? The best I can think of is the "Railroad Rim". Thanks all.

I believe it's called a Clashed Collar Die Strike (aka railroad rim).

It is a partial collar error. Note how the coin is slightly off center? The coin was not fully in the collar but slightly tilted. Note how the reeds are not even on the edge. During the strike the collar adds the reeds. If not fully in collar, the reeds will be uneven, or not formed at all. Nice error to keep. A collar clash is a less collectible error.

Thank you everyone for helping me out. Is this a common error (Partial Collar)? I haven't heard of it or even seen one.
