@MM, in 1928 (and many other years), coins minted in Philadelphia were not given a mint mark. Yours is well-preserved, but not remarkable due to a "missing" mintmark.

Your Lincoln Cent seems to be in pretty good shape. Althou old it has a mintage of over 134 Million. So not rare, but maybe worth up to 25˘ because of the condition - common wheats in circulated condition in the 40's-50's are the ones with the 2-3˘ values.

Looks to be Fine or better, nice condition, retail might be around 30-40 cents.
