Looks like an off center strike with finning on the rim. A partial collar would look like a train wheel when you look at the coin sideways.

Not an Off-Center Strike. It's a Misaligned Die (MAD) with Rim Finning. Although, your example isn't extreme enough to command a premium over face value. http://www.error-ref.com/dual-misal...of-both-dies

Actually not an off center. It is from a tilted die, making the fin. The the fin is now flattened. So no premium for this.
