Looks like it from the obverse pic - bright area in front of bow tie. Definitely PMD blow to reverse, intentional or not.

Gouges forced metal indentations, it appears to me. Not a strike through, which would be the only other thing I could imagine for it to be - but I don't think so. Just PMD.

What throws me off is the details inside, I too going toward PMD.

I increased the size to get a better look at the area of concern.
Looks to me that you can see parts where the metal has been pushed back.
I'm going with PMD although this might be a case where you have
to see the coin in hand.
