You'll notice that the motto is on top under the word states. It should have "cents" at the bottom. The "no cents" version has the motto at the bottom if I'm not mistaken.
It should have the word CENTS in that blank area at the bottom and it is a "With Cents" variety. Interesting as it really doesn't look "tooled" to remove it. Maybe it was? I'm no error guy but perhaps it was a Grease Filled Die in that area?
I can tell this because the motto E Pluribus Unum is there above the V The Type 1 has E Pluribus Unum in the space where CENTS appeared.
These are reverses of the two types of 1883 V nickels.
