None of the Philadelphia cents had mint marks except for 2017-P. All the rest from Philly didn't have a mint mark. You found one of 4,290,000,000 that doesn't have mint marks that year.

That's completely normal for that year. It's not an error. no mint mark means it's from Philadelphia.
