Picked this coin up the seller had it labelled as a weak strike. Would this be a weak strike or a strike through error. I was thinking it was a strike through. Let me know what you think.

It looks like it was Struck Through Grease (AKA Greased Filled Die). Very nice pickup and congratulations! http://www.error-ref.com/struck-thr...-grease-oil/

I suspect a weak strike would effect both sides of the coin.

I agree. A weak strike would impact both sides, this is a classic strike-through.
