I found this 1984p LMC today and I was wondering what this was called and why it happens? Also if it adds value to a coin.

Looks like a split plating issue. Note the 'R' is showing gray also. Zinc rot setting in under the plating.

Raised? Its a plating bubble, zinc core is corroding under copper layer. Probably, the edge of one of the letters developed split plating on strike and caused corrosion to begin... No value, spend quick before it disappears!
