Here's what John Wexler said in the comments on his website. This means that all coins from these years will display this same type of doubling from the doubled master hub. Quote: Because this was a master hub it was intended to be used over a period of several years. Working dies with the exact same doubling are known to exist for the years 1968 through 1974 from all three Mints including proof coins. Differences in the appearance of the doubling will result from master hub wear, master die wear, working hub wear, working die wear, as well as coin wear. A second similar doubled master hub exists for this time period with the main difference being the leave directly to the left of the arrowheads.
