To CCF! That looks like damage underneath the mint mark. If so, then it's not an error.

@bbs, first welcome to CCF. Second, in evaluating this coin, it is good to think about the striking process. The design on the die is opposite to what is struck on coins. In other words, if the mm punch was used multiple times on this coin on Abe's shoulder, then we should expect to see the Ds as being proud (above the surface of the coin). Instead, we see that this area is inset, which most likely points to damage, as others have noted.
