Is there any metal on the rim missing on that area? If so, it may have moved. To me it doesn't look struck into the coin.

Looks like the area above the 'E' has peeled an now laying over the 'WE' area.

Any marks on the edge of the coin in that area? If so it might be damage. It not, then it might be a lamination peel from the rim.
