In the modern Silver Proof sets is the Jefferson nickel made of silver also?

No. Only the dime, quarter(s), and half dollar.

But the strike is what makes it a proof coin. Two step process, with special treated dies.

Someday I expect a silver nickel and cent will be made. Not that there's any news of it but Canada did it. I actually would welcome a silver 5 cent Jefferson.

I found a toned proof cent that looks silver in color. (Just a toned coin)
