Don't know what kind of tool/instrument would make these kind of scrape marks - would have to be really tiny in order to make these impressions. Any ideas?

Definitely Post Strike Damage, as the metal is pushed up. Maybe a Dremel was used?

I don't think a Dremel was involved, but I agree that those marks are damage. I would need to have it in hand or see better pics to guess at what actually damaged it.
