There can still be weakness, or even damage on an impaired proof, that would preclude even a proof from being called FS, but the vast majority of unimpaired proofs should have them. Your shots appear to capture the coin as if it is in front of me. As for Full Steps.... my experience with the grading service companies has been that they will not give FS designation to proof or special mint set (SMS) coins. Report this Post to the Staff
