Is this an RPM?...it looks like an O under the S, but obviously it can not be a letter O ... but neither does it look like a letter D ...maybe just damaged?

I believe it is. It looks like an S over D. Nice find, very nice.

The mint mark positioning looks correct for it to be the S over D. 1946 was the only year for the S over D.

Go to VarietyVista and the is a link there for RPM's and OMM's from there look at the 1946 S/D

There are markers in the lower jacket near the rim, can you get pics of that area.
Looks like it should be the over mintmark.

And look at the second pic , you will see where to look for the marker. Your coin appears to be a late die state.
