this nickel has red or rusted looking speckles all over... has it came down with measles or what happened?

Could be a myriad of things. Chemical, environmental. Whatever caused it, it is PMD.

Just Post Strike Damage. It's a spender. It might be Environmental Damage, but anything could of happened.
