Looks like a die scrape that lowered that area. Not a doubled die, just an altered area on the die. When the edge on the die is reduced even a small amount, it shows a raised area on a coin. This is often seen on bay examples on the Memorial cents. No premium, just another feature to be aware of on coin outlines.
