This one isn't so much about the grade, but what causes those lines? I've seen these before and just avoided the coin altogether but never thought to ask the cause.

Looks like someone has cleaned it harshly with a cloth, or drug it behind their bicycle to clean it off. My rookie opinion. :-) I always pass by these... now... LOL personally, I think someone should be flogged for doing that to a very nice CC. IMHO

Yeah I figured. It just looks different that the other I've seen that were cleaned or rubbed. There are no lines in the wreath but they're on both sides of it. Could be the lighting too playing tricks but there's another coin I passed on because there are lines on it. Let me see if I can find it and post it. The lines are much more subtle

See the lines by states? How is it possible for those lines to be there and not touch the rim or lettering?

With the exception of 1 line, I'd almost say polishing lines? Did you look at the known VAMs for that coin and see if that exists?

The rest appear to me to not touch the rim or letters/wing.

Those lines look like roller marks that are incluse lines that were in the strips of metal that did not come out when the coin was struck.
