The inscription is in Arabic letters, probably a personal seal with the owner's name for sealing letters or documents. The numerals 331 at bottom may stand for 1331 in the Muslim calendar which would be AD 1913/4. If I had to take a stab at the name, I'd say "Mikhail Salhani".
