Im not sure if this is a doubled mint mark or not

That's a repunched mintmark. Specifically, 1949-D RPM-001. Nice find!

I'm thinking it may be RPM-001 on Coppercoins:

It's listed as a D/D/D in the CherryPickers Guide as FS-501. And when it's on a mint mark, it's called a re-punched mint mark, because they were hand punched into the die. Congratulations!
