I too saw this scratch and was perplexed at the grade.

MS64 NGC is the grade

MS63, someone definitely tried to disguise the scratch but still a nice coin.

I had the coin as an MS64 without the obverse rubbage and figured NGC would market grade it MS62. Straight MS64 is let's say optimistic....

This is why I only buy PCGS graded coins. I don't think NGC knows what they are doing.
