1990 D Quarter Damaged?

It's not a 1999 because that's a State Quarter, and I can faintly see what looks like a D mint mark. I don't think it's like acid treated or anything because the rim looks well. If you all pay attention, you can also see little holes on the reverse. I'm stumped on this coin.

Gonna take a stab at this one... I think it is environmental damage, and possibly a well worn die to boot.

But, let's see what others have to say.

Looks like an acid job. What is the weight? If it is under then it might be that. Note how the metal looks like it has a direction to it? It may have been stood up in the acid, making the direction shown on the coin? Note on these acid dipped cents:

Note the center one? This one looks like the acid was dissolving in a direction. The motto area may have been down and the acid may have been rising, causing an eaten away pattern there. (Coin may have been in a Large test tube?)

So I checked the weight and it comes out at 5.46 g
