Seems like doubling to me! Cause it seems they printed the first layer but that was an error so they reprinted it which causes the doubling effect, which I believe how they do it.

Thanks, Danieliop1, but I don't think that is how doubling happens. I believe it has something to do with the condition of the die when the striking occurs, but I'm new to this.

It is Machine Doubling. (which is a poor term for it as nothing is doubled) Machine Doubling reduces the size of the devices. Enlarging the image more shows that after the strike happened, the the dies damaged the devices after the strike Sometimes with a hop/slide/twist or bounce. I usually call it machine damage rather than machine doubling because, nothing is actually doubled. Instead a doubled die shows a raised area and not an incuse area on the devices:

When the die bounces when striking the coin, or dud to pressure, it flattens the devices causing that effect
