I found this 1983 D penny with misaligned D...Is this something normal?

Yes this is normal for LMCs to have a slight variance in MM position up until 1989. This was due to the MM being hand punched into each die. After 1989 the MM was engraved into the die so it tends to be in a more consistent spot on post 1989 cents.

@lainmejia, I can't say it any better than @MC did. Unless the mintmark is touching the date, or something else wildly far away, it is within the normal variation.

I agree with MontCollector. The mintmark also shows zinc rot, from a Split Plate Doubling issue.
